On 64-bit Windows and 64-bit Office (2010, 2013) environments, there are many reports on this error. The fix or workaround is a bit strange but seems to work for most people out there.
The “Microsoft Access Database Engine 2010 Redistributable” installation package seems the natural one to use but several reports says it does not work.
Instead, using the “2007 Office System Driver: Data Connectivity Components” seems to solve the above problem for most people.

if you are using Access x64 than you need to configure to target platform x64
and if you are using Access x84 than you need to configure to target platform x86
To configure a project to target a 64-bit platform
On the menu bar, choose Build, Configuration Manager.
In the Active solution platform list, choose a 64-bit platform for the solution to target, and then choose the Close button.
If the platform that you want doesn’t appear in the Active solution platform list, choose New.
The New Solution Platform dialog box appears.
In the Type or select the new platform list, choose x64.
